First Gen Corporation (“First Gen”), through wholly-owned subsidiary First NatGas Power Corp. (“FNPC”), held on January 14, 2013 a groundbreaking ceremony for the 414-megawatt San Gabriel Combined Cycle Natural Gas-Fired Power Plant (the “San Gabriel Project”) in Santa Rita, Batangas City. The plant, which is expected to go on commercial operation in 2016, will sell electricity to the Luzon grid.
Guest of Honor to the event is His Excellency, Benigno S. Aquino III, President of the Republic of the Philippines, accompanied by Energy Secretary Carlos Jericho L. Petilla and other government officials. Also present during the ceremony were First Gen and FNPC management led by First Gen Chairman and CEO Federico R. Lopez and President and COO Francis Giles B. Puno.
“As the transformation of those fishponds 20 years ago ushered natural gas into our country’s fuel mix, today’s groundbreaking will, in another sense, be quite trailblazing. This 414 megawatts of San Gabriel is really just the first of three such additional plants planned for this site. Our vision is to build an additional 1,342 megawatts between now and 2019 right here around where we laid the first spade today. That will bring our total capacity of LNG-fired plants to more than 3,000 megawatts by then,” Federico R. Lopez said.
Last December 16, 2013, First Gen, through FNPC, signed an equipment supply contract with Siemens AG and a construction services contract with Siemens, Inc., for the engineering, design, procurement, construction and completion of the 414 MW San Gabriel Combined Cycle Natural Gas-Fired Power Plant.
San Gabriel’s first unit will initially utilize Malampaya gas. It is planned in the future that the project, along with the other two additional planned units, will operate on regasified liquefied natural gas. The San Gabriel Project is intended to be financed through an export credit agency-covered loan and the proceeds of First Gen’s recent US0-million Reg-S bond offering. It has an estimated project cost of US0 million.
The project will utilize the SCC6-8000H gas turbine technology, Siemens’ most advanced and efficient gas turbine, which has been proven to achieve more than 60 per cent combined-cycle efficiency. Aside from an efficient gas turbine technology, the San Gabriel Project will enjoy operations and maintenance synergies with the adjacent 1,000-MW Santa Rita and 500-MW San Lorenzo Combined Cycle Natural Gas-Fired Power Plants. Siemens was also the contractor for the Santa Rita and San Lorenzo power plants, which are effectively owned 100 per cent by First Gen.
First Gen is one of the largest Filipino-owned independent power producers in the country with an existing plant portfolio of about 2,763 MW of generation assets that primarily utilize indigenous, clean and/or renewable fuels.
